Title IV Complaint Summary
The former warden of St. James filed a Title IV complaint regarding Bishop Provenzano's actions dismissing the church's vestry and transferring its property to the Diocese in 2013. The complaint alleges the bishop discriminated against St. James by treating the church, with a predominate minority congregation, differently from Holy Trinity in Nassau County, which experienced a similar decline, resulting in disparate treatment and disparate impact for St. James’ and its members. The complaint further alleges the bishop violated a 2008 NYS Supreme Ct. decision, NYS Religious Corporation Law, and the national and diocesan canons disenfranchising members of St. James' of their rights to elect a vestry, act as stewards, and hire a rector.
Title IV Complaint Regarding Bishop Provenzano
The complaint was emailed to Bishop Todd Ousley, the bishop of Pastoral Development, on July 30, 2018. Courtesy copies were sent by priority mail to the office of the presiding bishop on August 6, 2018.​
